To do this, she has been training regularly, and returns to the event as a Charity Superstar.
She said she wanted to proudly represent the charity to help others in need.
"I am feeling so excited and a bit nervous now that I'll be running with the fundraiser superstars," she said.
"This year I want to really try harder to get a better time and raise more money for UNICEF."
City2Surf has been a main attraction in Sydney for more than 50 years, where Baxter will make her way from the city's central business district to Bondi.
More than 100 people have signed up to support UNICEF this year, and walk, run, stroll or jog to raise funds for vulnerable children.

So far, she has raised $740, with the goal to reach $1000.
UNICEF Australia is committed to improving the lives of children through the access and quality of healthcare, education, clean water, sanitation and hygiene, as well as the provision of protection from violence, abuse and neglect.
The charity has mobilised lifesaving supplies and assistance to millions of children and families during emergencies and provided programs to improve their futures.
"I'm running for UNICEF Australia because it's an amazing organisation that helps kids all around the world," Baxter said.
"Such as kids who have no clean water and girls who don't have access to learning and kids in war zones and refugees."
"It's so inspiring to see young people like Emily finding ways to help support other children who are in need, and fundraising is an excellent way to be able to make a difference to the lives of children and families around the world," said UNICEF Australia CEO Tony Stuart.
