Plans for a proposed waste disposal facility at Moss Vale have been lodged with the NSW Department of Planning as a State Significant Development.

However, the Department said it had not yet received a Development Application [DA] or Environmental Impact Statement [EIS] for a proposed waste processing facility at 2 Bowman Road, Moss Vale.

The response follows a post on the Highlands Opinion Facebook page on Sunday, April 16 suggesting that Jackson Environmental and Planning Pty Ltd on behalf of Purple Cow Industries was proposing a facility that would see "some 200,000 tonnes of waste" processed.
Highlands Opinion quoted a 64-page report that "also proposes facilities to allow 26-metre long B-double trucks to frequently move in and out of the facility carting waste from across Sydney".
Southern Highland News approached the NSW Department of Planning for a comment on Monday, April 17.
"The Department issued Secretary's Environmental Assessment requirements in July 2022, which set out what the applicant must address in its Environmental Impact Statement. At this stage, no DA or EIS has been submitted," a spokesperson said.
"Should the DA and EIS be lodged, the project would be publicly exhibited for community feedback before we undertake a rigorous assessment."
The NSW Government planning portal states: "Construction and operation of a resource recovery facility receiving up to 200,000 tonnes per year of commercial and industrial, construction and demolition, household clean-up and tyre waste, including an office, car park and truck/skip bin storage."
The current status of the development according to the NSW Planning Portal is "prepare EIS".
In a letter attached to the application, the NSW Environment Protection Authority's Lara Barrington said: "The EPA cannot provide feedback on the proposed development until a request for Secretary's Environmental Assessment Requirements [SEARs] is formally submitted via the Department of Planning and Environment's Planning Portal and referred to the EPA for input.
"Once the EPA has received the SEARs request from DPE, an EPA officer will be assigned to assess the proposal. The EPA can only provide comments and requirements for the proposed development after this assessment has occurred," Ms Barrington said.
Her letter was addressed to to Dr Mark Jackson director of Jackson Environment and Planning Pty Ltd.
Further attached to the application was a document named "Moss Vale Resource Recovery Facility info session for community groups". It states the Southern Highlands region needs the facility because it "has limited facilities for recycling of building and commercial waste materials".
The document proposes a "best practice" resource recovery facility at 2 Bowman Road, Moss Vale.
The proposed location is 0.8ha of E3 zoned land [Environmental Management]. That land is adjacent to the council's Resource Recovery Centre and some 600m from residential properties.
Southern Highland News has approached Wingecarribee Shire Council and Purple Cow Industries for comment.
