Once completed the works will service the industrial land at Southern Highlands Innovation Park and provide sewage services to an additional 4,000 houses across Moss Vale.
A Council spokesperson said the upgrades would allow Wingecarribee to double its existing sewage treatment capacity "for anticipated future growth for the next 20 years".

"The funding will enable us to install new bioreactors, clarifiers, filter cells and a UV disinfection system," the spokesperson said.
"Together these additions will enable us to provide 'tertiary' treatment of the incoming raw sewage before it is discharged as highly treated effluent.
"It will also include storm storage to help protect the local environment from overflows during high rainfall events," he said.
The Moss Vale STP Upgrade Project was one of ten regional projects to secure support from the NSW Government's Accelerated Infrastructure Fund.
The spokesperson said detailed design works were "well advanced".
"We expect to advertise for tender later this year with a view towards construction starting in 2024," he said.
