It comes after an onsite inspection by Building and Compliance officers found the building presented an unacceptable risk to occupants.
The inspection followed an onsite fire that damaged parts of the premises earlier this month.
Officers allegedly found numerous onsite fire safety provisions to be inadequate, including obstructed evacuation paths, non-functioning smoke detectors and untested firefighting equipment.
The council's Director of Communities and Place, Adan Davis, said helping the occupants and residents into alternative safe accommodation was the council's focus until these risk factors could be satisfactorily addressed and the building made safe.
Mindful of a shortage of affordable accommodations in the area, the council is working with local crisis housing service providers who are assisting residents to identify alternative accommodations.
Further Inspections will take place in the coming days.
For the safety of all persons involved, the premises will not be able to be re-occupied until all rectification measures are met, and the building Is deemed safe and healthy.
