Several rear-to-kerb signs have been installed in the carpark behind Springetts Arcade.
Residents were quick to notice the changes in late 2022, with one resident, Harvey Hawe, saying it changed overnight.
The changed parking conditions also caught former Wingecarribee Shire Council mayor Gordon Lewis off guard, who said the changes close to Christmas were "wrong."
The changed parking conditions were implemented as a safety measure, and only a handful of car spaces were affected.
A Wingecarribee Shire Council spokesperson said the rear-to-kerb parking had been approved by the council's Traffic Committee 18 months ago.
"The rear to kerb only applies to the spaces that are directly next to the pedestrian crossing," they said.
"The reason for the change is to improve safety with cars not backing out over the crossing."
Fines will apply for motorists who don't comply with the parking signs.
