The male driver is assisting police with further investigations as to how his late model Falcon utility car left Bargo River Road and hit a tree near the intersection of West Parade.
Police were called out to the scene at 1.20am on Friday morning after a local resident contacted emergency services.
The car was travelling west along Bargo River Road at an unknown speed believed to be over the 60km/h speed limit, according to police records.
Police said the car became airborne as it crossed the level crossing towards the intersection of Bargo River Road and West Parade, crashing through the reflective directional sign at the intersection and into a tree.
Both girls were killed instantly but police couldn't confirm what injuries the driver may have sustained.
Ambulance and police arrived shortly afterwards, and the Crash Investigation Unit was also called out to examine the scene.
Police towed away the car for a full mechanical examination and investigations are continuing.
The crash was one of 12 accidents on NSW roads in the space of 32 hours, with police urging drivers and pedestrians to take care on the roads.
The names of the two women have not yet been released.
