The draft will be slated for submission to the CSIRO in May, 2024, where it will be reviewed.
To prepare for the draft, both councils have enlisted Rhelm Consultants.
"This announcement brings a sense of optimism to our region, offering the potential to enhance our community's resilience in response to the increasingly erratic weather patterns we're encountering," said council's community of coordinator development Corinne Buxton.
The council will consult with the community for the draft, where people can share their experiences and expertise with droughts.
The finalised draft of the plan is expected to be ready for release in early June.
The survey can be found through Survey Monkey and will be open until May 19.
